Plat - Preliminary
Description A subdivision plat is used to create more than six parcels. Subdivision plats are reviewed in two steps: preliminary and final. A preliminary subdivision plat shows the proposed layout of the lots and any roads. If a preliminary plat is approved, the final plat is then prepared consistent with that approval along with all requirements in the Village's land division regulations and state law.

Decisionmakers Planning and Zoning Commission makes a recommendation and the Town Council makes the final decision

Appeals The Town Council's decision can be appealed to the circuit court.
Application Fee
$400.00 plus $10.00 per lot
Submittal Deadline
Application submittals and resubmittals may be submitted through the Online Application Portal (i.e. Citizen Self-Service Portal) any time during the week until 5 p.m. on Thursday. Any application submitted after 5 p.m. on Thursday will be placed on the next week's submittal list. Only the applications received by 5 p.m. on Thursday that include all required materials will proceed through the review process.

The following are involved in the review of this type of application.

The Town Council is the governing body of the Town of Prosper and is responsible for making decisions on local policies, budgets, and ordinances. The council also reviews certain types of development projects. The council consists of a Mayor and six council members.

The Planning and Zoning Commission is 7-member board that approves or makes recommendations on various land development applications.

Planning staff provides technical support to the Town Council, Planning & Zoning Commission, Board of Adjustment, developers, neighbors, and other interested parties to facilitate the development review process.
