Planned Development District
Description A planned development district may be created to accommodate a development project that does not fit the standards established for the various zoning districts. Typically, the district is planned and developed as an integrated project often with a mix of compatible land uses including residential of various types, commercial, business, and institutional.

Depending on the nature and size of the project, the Planning and Zoning Commission and/or Town Council may require the petitioner to also submit a conceptual development plan that graphically illustrates the proposed project.

Decisionmakers Planning and Zoning Commission makes a recommendation and the Town Council makes the final decision

Appeals The Town Council's decision can be appealed to the circuit court.
Application Fee
$750.00 plus $30.00 per acre
Submittal Deadline
Application submittals and resubmittals may be submitted through the Online Application Portal (i.e. Citizen Self-Service Portal) any time during the week until 5 p.m. on Thursday. Any application submitted after 5 p.m. on Thursday will be placed on the next week's submittal list. Only the applications received by 5 p.m. on Thursday that include all required materials will proceed through the review process.

The Town Council is the governing body of the Town of Prosper and is responsible for making decisions on local policies, budgets, and ordinances. The council also reviews certain types of development projects. The council consists of a Mayor and six council members.

The Planning and Zoning Commission is 7-member board that approves or makes recommendations on various land development applications.

Planning staff provides technical support to the Town Council, Planning & Zoning Commission, Board of Adjustment, developers, neighbors, and other interested parties to facilitate the development review process.
